The Defense Contract Audit Agency is tasked with the vital responsibility of performing all contract audits for the Department of Defense, as well as other duties encompassing the negotiation, administration and settlement of contracts and subcontracts. As contracting activity continues to increase across the federal ecosystem, the DCAA has become more important than ever before. Unanet is excited to host a dialog with the DCAA about the future direction of the agency and their initiatives for 2023.
Ms. Terri L. Dilly assumed the position of Director, Defense Contract Audit Agency (DCAA) in July 2022. Ms. Dilly is responsible for the operations of the entire Agency, which operates under the direction, authority and control of the Assistant Secretary of Defense (Comptroller). DCAA is one of the largest Government audit organizations consisting of a headquarters staff, three regional offices, a Field Detachment and four Corporate Audit Directorates with field audit branch, resident, and liaison offices in more than 300 locations throughout the United States and overseas. DCAA is composed of a staff of approximately 4,000 personnel, 88-percent of whom are professional auditors. The Director has decision-making authority on Agency policy, resources and operations and manages an annual operating budget of approximately $650 million. Ms. Dilly is a career civilian with over 31 years of experience. She began her career in 1991 with the Air Force Audit Agency (AFAA). Prior positions include cost analyst; audit manager; program manager; office chief; Chief, Policy, Oversight, and Systems; Director, Security and Special Program Audits, and Assistant Auditor General, Support and Operations. She also held the position of program specialist with the United States Postal Service Office of Inspector General. In January 2019, Ms. Dilly was appointed as the Director of Program Analysis and Financial Management, United States Transportation Command (USTRANSCOM), Scott Air Force Base, Illinois. She was responsible to program, develop and integrate the USTRANSCOM budget and manage resources for funding the global Defense Transportation System. She also developed policy and executed the Air Force’s $13.5 billion Transportation Working Capital Fund and managed the Joint Component Command’s financing in responding to Combatant Command mobility requirements to meet critical joint war- fighting readiness and national security interests. Ms. Dilly graduated from St. Ambrose University in Davenport, Iowa, with a Bachelor's degree in Accounting. She received a Masters of Science in Management of Information Systems from the University of Phoenix, and is a graduate of the Professional Military Comptroller School at Maxwell Air Force Base, Alabama. Ms. Dilly is a member of the Information Systems Audit and Control Association and the American Society of Military Comptrollers Institute of Internal Auditors and holds the Financial Management, Level 3 Certification. Ms. Dilly has received numerous awards and recognitions for performance excellence throughout her career, including the Presidential Rank Award – Meritorious 2021 and the Civilian Service medal for Global War on Terrorism.
Rich spent more than 8 years as a Contracting Officer with the Naval Air Systems Command and then 10 years in a variety of finance and accounting leadership positions at leading GovCon firms in the Washington DC area. In those 10 years, he implemented accounting systems in 12 different business units of those companies and managed both financial operations and government contract compliance functions. He has spent the last 20 years in senior leadership roles with prominent GovCon software companies and service providers. In past positions, Rich worked with a leading Washington area CPA firm where he focused on contract and accounting compliance. Rich is a Director in the Product Marketing group at Unanet, a leading provider of Project ERP software for professional services firms and specializing in the GovCon space.
