Brittney Chappell is the Director, Office of Acquisition for the GSA, Technology Transformation Services (TTS). In this role, she provides leadership and oversight of TTS’s procurement operations, policy, and initiatives. A seasoned acquisition professional with over a decade of experience, Ms. Chappell served as the Supervisory Acquisition Lead over the Department of Transportation (DOT), IT Acquisition Center of Excellence (IT ACE) division where she was responsible for standing up the division to support the agency's IT shared services initiative aligning with its FITARA goals. Prior to DOT, Brittney was a Senior Contracting Officer at GSA in the Federal Systems Integration Management Center (FEDSIM) division providing assisted acquisition services for major Department of Defense IT requirements and also completed an extensive detail assignment as a Contracting Officer for the Executive Office of the President. She is a graduate of the Digital IT Acquisition Professional Training Program, USDA’s Executive Leadership Program, and holds a Master’s Degree in Business Administration from George Mason University. Ms. Chappell has received numerous awards to include the Transportation Administrators Award for Excellence and the Multiple Award Government and Industry award for Acquisition Excellence. Ms. Chappell lives in Washington, DC but she is a North Carolina girl at heart.
Scott Logan serves as lead client partner for IBM Consulting's U.S. federal market organization. With over 20 years of experience in the technology and government sector, Scott's work spans civilian, defense and intelligence. In his current role, Scott leads IBM's work with the General Services Administration (GSA) providing executive oversight and guidance.
Mr. Murphy has over twenty-five years of experience providing executive leadership to grow and run Federal management and technology consulting businesses, with an emphasis in customer relationship and customer experience programs. Mr. Murphy Leads IBM's Federal Customer Transformation Service Line, which includes practices focused on customer experience design, mobile, digital commerce, Adobe, and Salesforce. Mr. Murphy has worked across Federal Civilian, Defense, and Commercial sectors through his experience at companies like IBM, Capgemini, and Booz Allen Hamilton. His functional expertise includes Digital Transformation, Agile Systems Implementation for COTS, Cloud-based, and Custom system environments, and Organizational Change Management, having successfully managed multiple programs delivering enterprise-class solutions.
Mukunda Penugonde (he/him) is the Deputy Director of the Technology Transformation Services (TTS) at the U.S. General Services Administration (GSA). TTS applies modern methodologies and technologies to improve the public’s experience with government. TTS offers shared products and services that make it easier for other federal agencies, and in some cases state, local, and territorial (SLT) governments, to deliver simple, seamless, and secure Mr. Penugonde joined TTS as Deputy Director in April 2023. In his position, he is focused on organizational resilience through the development of sustainable and scalable frameworks for the successful delivery of TTS’s products, platforms, and services. Prior to this role, Mukunda led strategic initiatives at world-class organizations such as Disney, Hulu, and Sony. Mukunda specializes in leading complex global programs and managing change for technical organizations. He is a thought leader in product development processes and software delivery models with prior domain experience in streaming media, digital advertising, and financial technology. Mukunda is a graduate of Cornell University with a masters in business administration and of Cogswell College with a bachelors of science in audio engineering. He lives in Portland, Oregon, where he attempts to convince his teenage children that riding bicycles is a good idea. Mukunda also volunteers as a management coach, teaches yoga, and drinks way too much coffee.
Jennifer Rostami (she/her) is currently serving as the Centers of Excellence Director and is a believer in the CoE and its mission of helping government agencies accelerate their modernization initiatives. She has over 15 years of experience working in the public and private sector with a background in finance and a specialization in transformation. She joined the CoE in 2019 and spearheaded Agency Partnerships by helping to grow the reach of the CoE across the federal government. Through those agency partnerships, Rostami has gained experience in project leadership, strategy creation, contracting, team leadership, and budgeting. She has worked with federal agencies to modernize in the areas of Cloud Adoption, Customer Experience, and Data Analytics. Rostami helps create organizational alignment for buy-in and change through stakeholder management, financial planning, and communication. Rostami is also responsible for business development, and centralizes efforts to balance staffing to meet customer/engagement demand. Prior to joining GSA, Jennifer served as the Director of Finance and Operations at a marketing technology company, where she helped reduce costs, increase new revenue streams, and prepare the company for acquisition. Her previous experience also includes working as a management consultant in public sector and private sector Fortune 100 firms focused on improving operations, and managing and growing a $31M sales territory for a luxury goods manufacturer. While earning her M.B.A, Rostami founded a non-profit to help middle school kids learn about their dream careers and connect with professionals for mentoring.
Tricia Sieveke is the Principal Deputy Assistant Commissioner within the Information Technology Category (ITC), Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State, and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. In her Principal Deputy Assistant Commissioner role, Tricia leads ITC’s Customer Experience efforts and launched the Customer Experience Governance Board (CXGB) to leverage acquisition and IT expertise throughout the organization to create a seamless buying experience. She directs internal support operations for the largest fee-for-service IT procurement and services operation in the U.S. government , overseeing financial management, communications and marketing, workforce planning, systems integration, and strategy development for the $34 billion portfolio. Tricia previously served as the FAS Chief of Staff, supporting the FAS Commissioner in the delivery of more than $50 billion of products, services, and solutions that enable federal agencies to efficiently accomplish their respective missions and save taxpayer dollars. She has held various regional and central office leadership roles driving customer experience, strategy and business management, communications, and process improvement that exhibit proven leadership to direct transformational initiatives requiring a high level of creativity, change management and partnership across FAS and GSA. Tricia received her Bachelor of Arts in Political Science from Washington State University.
