"Wally" Coggins is the acting Chief Strategy Officer (CSO) of the Defense Counterintelligence and Security Agency (DCSA), the Senior Advisor for Enterprise Analytics and Information (EA&I), and also the Agency’s Chief Data Officer (CDO). DCSA’s Chief Strategy Officer leads enterprise-wide strategy and transformation initiatives to integrate the recently formed Agency, improve mission outcomes, and enhance business operations. The CSO is responsible for strategic planning, corporate governance, enterprise data management and analytics, policy, organizational design, change management, and performance management. As EA&I Senior Advisor and CDO, he leads implementation of the Agency’s data strategy, enterprise analytics, and knowledge management program to leverage data as a strategic asset, improve information sharing, and enable evidence-based decision making. Prior to his current joint duty assignment, Mr. Coggins served as the Director, Intelligence Community Security Coordination Center (IC SCC), within the Office of the Director of National Intelligence (ODNI), IC Chief Information Officer. The IC SCC provides for the integrated defense of the IC’s information environment and serves as the Federal Cybersecurity Center responsible for coordinating the IC’s defensive response to major cyber incidents, threats, and vulnerabilities. Mr. Coggins also served in executive leadership positions at ODNI, including as the Deputy Chief Management Officer, leading and managing internal ODNI administration, finances, and policy, and as the ODNI Executive Secretary responsible for coordination of official correspondence and other communications on behalf of the DNI. Mr. Coggins also served as a Director responsible for acquisitions, integration, and evaluations along with other assignments within the ODNI Acquisition, Technology, and Facilities component. Prior to joining ODNI, Mr. Coggins served as program manager and contracting officer at the Naval Air Systems Command for the development and acquisition of major weapons systems including the F-35 Joint Strike Fighter, F/A-18 tactical aircraft, electronic warfare, mission planning, and missile programs. Mr. Coggins received a Bachelor of Science in Business Administration from the University of Richmond, Masters in Business Administration from George Washington University, and a Masters in National Security Resource Strategy from the Eisenhower School. Mr. Coggins lives in Arlington, Virginia, with his wife Wynn, and school-aged daughter and son.

Eileen M. Vidrine is the Air Force Chief Data Officer, Headquarters, United States Air Force, Washington, D.C. She develops and implements strategies for enterprise data management, analytics, and digital transformation to optimize performance and drive out innovation in and across all missions and operations. Ms. Vidrine began her government career in 1986 as an enlisted member of the U.S. Army and was commissioned in 1987 through the U.S. Army Officer Candidate School Program as a U.S. Army Transportation Officer. Later in her Army career, she was selected and integrated into the U.S. Army Acquisition Corps. She began her civilian career as a senior faculty member at the Joint Military Intelligence College and led the college’s technology transformation as the first Director for the Center for Educational Technologies. From 2006 to 2012, Ms. Vidrine served in various positions of leadership at the Office of the Director of National Intelligence culminating as the Chief of Staff for the Assistant Director of National Intelligence for Human Capital. In 2012, Ms. Vidrine was selected to serve as the DoD Intelligence Community Enterprise Architect assigned to the Office of the Under Secretary of Defense for Intelligence, Human Capital Management Office (HCMO). In 2014, Ms. Vidrine assumed HCMO chief of staff responsibilities. In 2016, she was nominated by the Deputy Secretary of Defense and selected to serve as a White House Leadership Fellow, supporting the Office of Management and Budget and the Office of Personnel Management. After her fellowship she was detailed to the Executive Office of the President Office of Administration. Ms. Vidrine was appointed to the Senior Executive Service in June 2018.
