For decades, the United States government’s acquisition and contracting processes have helped to safeguard the public sector and ensure quality in a myriad of critical missions and programs. But in today’s fast-moving technological environment, some of these old processes are hindering the DOD from keeping pace with the speed of innovation. It’s no question that reform is needed.
Other Transaction Authorities, known as OTAs, give the DOD more flexibility and speed in acquiring research and development activities and advancing new technologies, and federal agencies across the sector have been harnessing them more frequently in recent years to get important capabilities and technologies into the hands of our warfighters more quickly.
