The digital Air Force Initiative is an effort to leverage data and applications at the edge, along with artificial intelligence and machine learning, to “field a 21st century infrastructure responsive to the demands of modern combat.”
As the service branch continues to innovate to current with the shifting environment, the Air Force has leveraged new tactics to increase cybersecurity, modernize IT framework and launch new platforms that support emerging technologies.
During GovConWire’s Air Force: IT Plans and Priorities Forum, notable federal and industry leaders will discuss digital Air Force Strategies, IT spending, new modernization initiatives and advanced cybersecurity practices that will enable the Air Force to stay up to speed across the defense landscape.

Jeff Bohling is the chief executive officer at Empower AI. Mr. Nicolas Chaillan, a highly qualified expert, is appointed as the first Air Force Chief Software Officer, under Dr. William Roper, the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Arlington, Virginia. He is also the co-lead for the Department of Defense Enterprise DevSecOps Initiative with the Department of Defense Chief Information Officer. As the Air Force’s senior software czar, Mr. Chaillan is responsible for enabling Air Force programs in the transition to Agile and DevSecOps to establish force-wide DevSecOps capabilities and best practices, including continuous Authority to Operate processes and faster streamlined technology adoption. The Chief Software Officer works with the Program Executive Officers and is responsible for analyzing current software and cloud migration plans to avoid vendor lock-ins while allowing for rapid prototyping and a streamlined process for deployment. To keep up with the pace of technology, Mr. Chaillan evaluates and authorizes new commercially available off-the-shelf software and cloud-related technologies to help with their adoption across various Air Force programs based on their mission needs. Prior to his current position, Mr. Chaillan was the Special Advisor for Cloud Security and DevSecOps at the Department of Defense, OSD, A&S and Special Advisor for Cybersecurity and Chief Architect for Cyber.gov at the Department of Homeland Security. In addition to his public service, Mr. Chaillan is a technology entrepreneur, software developer, cyber expert and inventor. He has over 19 years of domestic and international experience with strong technical and subject matter expertise in cybersecurity, software development, product innovation, governance, risk management and compliance. Lauren Barrett Knausenberger is the Chief Information Officer for the Department of the Air Force, comprised of the U.S. Air Force and U.S. Space Force. Ms. Knausenberger leads two directorates and supports 20,000 cyber operations and support personnel across the globe with a portfolio valued at $17 billion. She provides oversight of the Air Force’s Information Technology portfolio including the Information Technology investment strategy from networks to cloud computing, Enterprise policies, information resources management, IT innovation initiatives, information assurance, and related matters for the Department of the Air Force. As the Chief Information Officer (CIO), Ms. Knausenberger delivers cyber security, and enforces Freedom of Information Act and Privacy Act laws. She integrates Air Force warfighting and mission support capabilities by networking and securing air, space, and terrestrial assets. Ms. Knausenberger also leads career management initiatives for 10,000 IT/Cyber civilian personnel across all human resources facets from recruiting to professional development. LTG(R) Susan Lawrence leads the Accenture Federal Services Armed Forces portfolio within the National Security practice. In this role Lawrence regularly engages with clients to develop and execute technology transformation and mission-support strategies to deter, deflect and defeat today’s evolving threats. Prior to joining Accenture Federal Services, as the Army’s CIO/G-6, Lawrence managed the defense enterprise systems, IT infrastructure, Command & Control (C4) solutions and advanced technology used by the military warfighter and the supporting civilian workforce. Additionally, she helped develop the U.S. Army Cyber Command and worked directly with senior staff members—including the Secretary of the Army and the Chief of Staff of the Army—to reduce costs and improve the effectiveness of cyber and other IT solutions. Lawrence also served as the Commanding General for the Army’s Network Enterprise Technology Command (NETCOM), where her responsibilities included overseeing the Army C4 and Army Enterprise IT functions. During her extensive 40-year career in the Army, she had operational assignments in Europe, South Korea, Southwest Asia and the U.S. and led network, C4 and IT functions during military operations in Iraq and Afghanistan. Lawrence holds a Bachelor of Science degree in psychology from Campbell University in North Carolina, a master’s degree in information systems management from the University of Georgia, and an honorary doctorate in science from Dakota State University. Colonel Marc L. Packler is the Commander, Cyberspace Capabilities Center (CCC), a direct reporting unit to Air Combat Command, at Scott Air Force Base, Illinois. The CCC serves as the Air Force’s front door for cyber & information technology (IT) requirements. In collaboration with Headquarters Air Combat Command, 16th Air Force and the Air Force Life Cycle Management Center, the CCC provides data-driven, decision-quality information and technical expertise required to design, develop and deploy air, space and cyberspace systems and capabilities into the cyberspace domain. Utilizing an innovative industry standard framework, Information Technology Service Management, the Center strengthens the Air Force’s network by supporting enterprise services such as messaging, collaboration, video/voice, mobile, and data protection to equip today and tomorrow’s warfighter with the network they need. Colonel Packler commissioned into the Air Force in May 1996 through ROTC from the University of Alabama and entered active duty in June. Brig. Gen. Chad D. Raduege is the Director of the Command, Control, Communications and Computers/Cyber Directorate, and Chief Information Officer, Headquarters U.S. European Command, Patch Barracks, Stuttgart, Germany. In this capacity, he leads a joint staff responsible for operating five unique networks to enable global operations. In addition, he ensures communications readiness across the European theater – with NATO, the world’s premier military alliance, and 51 countries – through policy and security cooperation efforts. Brig. Gen. Raduege entered the Air Force in 1994 as a distinguished graduate of the Ohio State University ROTC program. Colt Whittall serves as Chief Experience Officer (CXO) of the United States Air Force, the first such position in the Department of Defense and one of only a few in the Federal Government. This role was created to focus on improving the User Experience of Information Technology in the Air Force. Mr. Whittall’s responsibilities include advising senior leaders of the Air Force with respect to User Experience, defining the overall approach to transforming User Experience, guiding cross-organizational teams working to improve User Experience, developing capabilities to manage and continuously improve User Experience, guide development of User Experience skillsets, tools and resources to support the above initiatives, and advise Acquisitions with regard to User Experience. Previously Mr. Whittall served as Vice President in the healthcare and federal practices at Isobar, a consulting firm focused on digital experience design and development. In this capacity Mr. Whittall advised senior executives of client organizations with respect to digital strategy, digital experience design, digital product design and management, and software development. He also served as a senior subject matter expert in several areas including digital strategy, change leadership, digital health and wellness, and integrating behavioral economics into experience design. Within Isobar he played a senior role in recruiting and professional development, creating new products and services, and business development. Mr. Whittall is also an angel investor and member of Atlanta Technology Angels. He is an advisor to startups and university programs in User Experience and Digital Marketing. He is also an avid conservationist and leads the Milton Greenspace Advisory Committee in Milton, Georgia which has acquired hundreds of acres of land in the city for permanent conservation and walking paths. Mr. Whittall holds an MBA and an MS in Telecommunications (Colorado) and is a Certified Customer Experience Professional (CCXP).
