Army Lt. Gen. David G. Bassett is the director of the Defense Contract Management Agency, headquartered at Fort Lee, Virginia. As the director, he leads a Department of Defense agency consisting of more than 12,000 civilians and military personnel who manage more than 300,000 contracts, performed at more than 10,000 locations worldwide, with a total value in excess of $5 trillion. Bassett assumed leadership of DCMA on June 4, 2020. He came to the agency after serving as Program Executive Officer for Command, Control and Communications-Tactical (PEO C3T) since January 2018, where he was responsible for the development, acquisition, fielding and support of the Army’s tactical network, a critical modernization priority. Bassett was commissioned into the Signal Corps in 1988 through ROTC concurrent with a Bachelor of Science in Electrical Engineering from the University of Virginia. As a junior officer, he served in Germany in tactical positions with the 2nd Armored Cavalry Regiment and 123rd Signal Battalion, 3rd Infantry Division. Following the Signal Officer’s Advanced Course and completion of a Master of Science in Computer Science through the University of Virginia, Bassett was assigned to the U.S. European Command Staff, where he served as the Requirements Analysis and Interoperability Action Officer, J6. He transferred to the Army Acquisition Corps in 1999 and was assigned to Fort Monmouth, New Jersey, as Operations Officer, Communications and Electronics Command Software Engineering Center. Bassett went on to manage software development efforts for the Army’s Future Combat Systems program. He then served on the Joint Staff as the Ground Maneuver Analyst, Capabilities and Acquisition Division, J8. From July 2009 to May 2012, Bassett served as the Army’s Project Manager for Tactical Vehicles within the Program Executive Office for Combat Support & Combat Service Support (PEO CS&CSS). He then managed the Joint Program Office, Joint Light Tactical Vehicles (JLTV), through the Engineering and Manufacturing Development award. In September 2013, Bassett was appointed Program Executive Officer, Ground Combat Systems, where he managed the portfolio of the Army’s combat vehicle fleet including major modernization efforts to Abrams, Bradley, Stryker and self-propelled howitzer programs while also initiating the Army’s Armored-Multi Purpose Vehicle program. Previous he served as Deputy Program Executive Officer for CS&CSS. Bassett is a graduate of the Army Command and General Staff College at Fort Leavenworth, Kansas, and a distinguished graduate of the Industrial College of the Armed Forces in Washington, D.C.
A winner of the 2018 Presidential Rank Award for Distinguished Service, Soraya Correa was appointed as the Department of Homeland Security’s (DHS) Chief Procurement Officer in January 2015. In her capacity as the Senior Procurement Executive, Ms. Correa oversees the work of nine Heads of Contracting Activity that provide operational procurement services to DHS components, directorates, and offices. She has initiated and led several key efforts designed to improve how the 1,400 member DHS procurement workforce focuses as a team on finding the right solutions to enable and support the DHS mission. These efforts include the Acquisition Innovations in Motion (AIiM) framework, including the Procurement Innovation Lab (PIL), and the Education, Development, Growth, and Excellence (EDGE) mentoring program. Additionally, Ms. Correa has continued to grow and enhance efforts including the Homeland Security Acquisition Institute, the Acquisition Professional Career Program, the Strategic Sourcing Program Office, and Office of Small and Disadvantaged Business Utilization. Ms. Correa has been with DHS since its inception serving in key leadership positions including Head of Contracting Activity for Immigration and Customs Enforcement and Associate Director of the U.S. Citizenship and Immigration Services Enterprise Services Directorate. Ms. Correa has also held leadership positions at other federal agencies including the Naval Sea Systems Command, General Services Administration, National Aeronautics and Space Administration, and Immigration and Naturalization Service. Her accomplishments as a leader are well recognized by the government and industry communities. She has received awards including the Secretary’s Award for Excellence, Management Support Awards, Federal 100 recognition, Public Sector Partner of the Year, Top Women in Tech, and several other accolades that reflect her commitment to the acquisition workforce, procurement innovation, and promoting meaningful communications with industry.
Debra D. Daniels is the vice procurement services executive providing executive leadership and guidance for the procurement of net-centric technology solutions. She is dual-hatted as the deputy director, Defense Information Technology Contracting Organization, an organization that obligated over $6 billion in contracts in FY2019 and manages a contract portfolio valued at more than $17 billion. She is also DISA’s senior services manager responsible for the acquisition of services. Daniels served in various positions of responsibility and authority leading military, civilians, and foreign nationals. She managed critical defense acquisition programs, commanded procurement organizations, and led units in peace, combat and on humanitarian missions. In numerous military assignments, she served in units located in Arizona, Kansas, Georgia, Missouri, New York, Virginia, Washington, DC, Maryland, Germany and South Korea; deployed to support operations in Florida, Somalia, Nigeria, Kosovo, and Macedonia; and completed combat tours in Afghanistan and Iraq. Daniels’ previous assignment include: director, office of operations, Government Contracting and Business Development, U.S. Small Business Administration; military deputy, Edgewood Chemical Biological Center, Aberdeen Proving Ground, MD; director, Contract Management and Audit Oversight, NATO Training Mission- Afghanistan / Combined Security Transition Command – Afghanistan, overseeing a $10 billion contract portfolio and 30 audits; Commander, 409th Contingency Contracting Brigade and Principle Assistant Responsible for Contracting – Europe, awarding $7 billion in contracts supporting U.S. Army Europe, U.S. Army Africa and the Headquarters for EUCOM and AFRICOM in 10 contracting offices located in six countries and supporting operations conducted throughout the COCOM areas of responsibility; executive officer, Assistant Secretary of the Army, Acquisition, Logistics & Technology; director, Contract Operations for Joint Contracting Command Iraq/Afghanistan (JCC-I/A), providing procurement oversight on behalf of the Deputy Assistant Secretary of the Army for Procurement; commander, Joint Command Center-Iraq, responsible for $2 billion in procurements supporting combat operations in Iraq with 10 regional contracting offices; commander, Wiesbaden Contracting Center, U.S. Army Contracting Command-Europe; program integrator, Theater High Altitude Area Defense program, a $26 billion national ballistic missile defense program; and Systems Integrator, for Raytheon’s U.S. Navy Phalanx weapons system Block 1B upgrade. Daniels military and civilian education includes the Engineer Officer Basic and Advance Courses, the Command and General Staff College and the Industrial College of the Armed Forces. She has a Master’s Degrees in management from Troy State University and National Resource Strategy from the National Defense University. She is Level III certified in Contracting, Level II certified in Program Management, Facilities Engineering and Science and Technology and a member of the Army Acquisition Corps. Daniels was the 2000 Secretary of the Army Military Contingency Contracting Officer of the Year and 2000 U.S. Army Europe and Seventh Army Head of Contracting Award for Contracting Excellence in Contingency Contracting recipient. Her other awards include the Legion of Merit, Bronze Star Medal, Defense Meritorious, Army Meritorious Service Medals, Army Staff Officer Identification Badge, Basic Recruiters Badge, Parachutist Badge and the Army Corps of Engineers Bronze Order of the de Fleury Medal. In 2016, she received the National Association of Professional Women “Woman of The Year Award” and was inducted in the Continental Who’s Who Registry of National Business Leaders for her military service.
Sandra (Sandy) K. Hinzman is the SVP for Contracts and Property for SAIC. In this role, she is responsible for the oversight of contractual aspects of both proposal submissions and administration of programs. As part of Corporate Business Operations, Hinzman reports to the Executive Vice President for Business Operations. Hinzman joined SAIC in 1992, accomplishing increasing roles and responsibilities over her tenure before assuming the role of SVP for Contracts and Property in January 2018. Hinzman holds a Master’s Degree in Business from the Robert H. Smith School of Business at the University of Maryland, and as well as a Bachelor of Arts in Public Administration from San Diego State University. She is an active member in the National Contracts Management Association (NCMA) as well as the National Defense Industrial Association.
Mr. Joseph Welch is the Director of the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center. As Director, he is responsible for establishing the C5ISR Center’s comprehensive Science and Technology (S&T) Portfolio providing strategic program formulation guidance involving short-and long-range goals utilizing existing and anticipated state-of-the art advances in communications, mission command, sensors, electronic warfare, intelligence and countermeasure equipment and services. Programs encompass technology thrusts in Mission Command, Communications, Intelligence, Surveillance, and Reconnaissance technologies and systems in various stages of the life cycle model. In addition to the center's Science and Technology mission, he oversees its engineering support and services provided to the acquisition Program Executive Offices, Life Cycle Management Commands, and other DOD and Federal customers. Mr. Welch, who was appointed to the Senior Executive Service in January 2019, previously served as the Deputy Program Executive Officer, Command, Control and Communications- Tactical (PEO C3T), where he guided a workforce of more than 1,600 personnel supporting over 50 Army acquisition programs and efforts. His responsibilities include the development, acquisition, fielding and support of the Army’s tactical network, a critical Army priority that provides information dominance to current and future Soldiers in challenging environments worldwide. Mr. Welch holds a master of engineering in systems engineering from Stevens Institute of Technology and a bachelor of science in electrical engineering and economics from Tufts University. He is also a graduate of the Aberdeen Proving Ground Senior Leadership Cohort program. Mr. Welch is a two-time recipient of the Department of the Army Superior Civilian Service Award and has been awarded the Army Signal Corps Association Bronze Order of Mercury. He holds Level III acquisition certification in both program management and engineering.
Julia B. Wise is the Director of the Procurement Management and Policy Division, at the National Aeronautics and Space Administration (NASA) Office of Procurement. In this position, Ms. Wise leads and manages acquisition policy, pricing, and training for the acquisition workforce across the agency. Her staff consists of senior acquisition professionals responsible for coordinating and reviewing acquisition statutory, regulatory and policy changes to the Federal Acquisition Regulation (FAR) and NASA FAR Supplement to maintain current acquisition regulations. This division is responsible for ensuring that NASA’s acquisition workforce is trained and certified to award and manage procurements that support NASA programmatic missions and goals. Ms. Wise is an experienced acquisition leader and manager. She has also served at other Federal Government agencies in leadership roles, such as: Director of General Service Administration ((GSA) Office of IT Schedule 70 Contract Operations (acting) from March 2018 to October 2018. In this role, she managed GSA’s largest multiple award schedule contracts IT services and supplies valued at approximately $16 billion per year. She led approximately 170 acquisition staff responsible for negotiating and awarding IT contracts for use by Government agencies. Federal Acquisition Regulatory Manager and Senior Procurement Analyst for Office of Federal Procurement Policy (OFPP) from October 2005 through October 2018. In this position, she managed the regulatory review process. She managed the FAR agenda and negotiated regulatory, statutory and policy changes to the FAR and resolved issues to ensure all changes aligned with the Administration’s agenda. Director of the Contract Policy Division (acting), in 2005, at the Office of the Chief Acquisition Officer, and the Civilian Agency Acqu sition Council Chair, GSA. In this role, she managed and supervised Senior Procurement Analysts responsible for formulating, developing, and negotiating changes to the FAR and GSA manual and coordinated and commented on legislation. Program Manager and Senior Procurement Analyst, OFPP detail assignment in 2004, responsible for establishing OFPP’s first online repository of service contracting information in the Acquisition Center of Excellence for Services to comply with SARA legislative requirement. She is credited with being OFPP’s Performance Based Acquisition (PBA) expert and for establishing GSA’s online PBA Center of Excellence. Also, one of the founding Team Members of the Seven Steps to PBA Online Guide, a guide widely used to help the workforce use the PBA strategy and tools. Acquisition Speaker, in the United State and abroad in China, Tunisia, Germany, on various acquisition topics for the federal government and other organizations. Ms. Wise has a MBA and MS in Management from the Johns Hopkins University and a Bachelor of Science Degree in Marketing from the University of Baltimore. She is a Senior Executive Service Candidate Development Program Graduate, OMB, November 2012 and a Certified Coach, Federal Internal Coach Training Program, OPM, September 2018.
