The Intelligence Community (IC) has spearheaded new efforts to integrate emerging technologies, such as cloud, artificial intelligence (AI) and machine learning, to remain up to speed with the advancing science and technology landscape.
In July, the IC released new frameworks and policies, which will guide the community’s ethical development and use of AI. The IC also awarded the Commercial Cloud Enterprise (C2E) Cloud Service Provider (CSP) contract to multiple industry partners to drive cloud adoption. The contract will expand cloud capabilities and drive diversified partnerships across the community.
During GovConWire’s IC Acquisition and Innovation Forum, notable federal and industry leaders will discuss acquisition and procurement within the IC, including workforce retention, technology strategies, such as Cloud and AI adoption, as well as industry partnerships.
Featuring Suzanne White, Deputy Director of the Defense Intelligence Agency (DIA), as the keynote speaker, the event will further address how the industry can progress the latest initiative across the IC.
Ms. Augustine was appointed the CIA’s Procurement Executive in September 2017. In this capacity, she is responsible for overseeing the Agency's acquisitions workforce, policies, and execution. She joined the CIA in 1983 as a Procurement Officer. Since then she has held a variety of acquisitions positions of increasing responsibility to include serving as a Contracting Officer in the areas of Communications, Analysis and Research and Development where she was responsible for executing a myriad of major programs. Ms. Augustine previously oversaw the Agency’s newly-formed CIO IT Acquisition Strategy function - a position that was created for the purpose of implementing innovative acquisition strategies for the CIA’s information technology activities. She has also served on the Agency’s Executive Director’s Staff where she worked numerous Agency policy issues and responded to Inspector General and Congressional inquiries on behalf of Agency senior management. Prior to becoming the CIA’s Procurement Executive, Ms. Augustine served at the NRO responsible for multiple enterprise-level business operations providing services to NRO customers worldwide. Ms. Augustine graduated from George Mason University, with a B.S. in Business Administration, and received her MBA from American University. She is a member of the National Contract Management Association, and performs various external volunteer activities. Ms. Augustine was born in Washington, D.C and raised in McLean, VA, with intervals living abroad as an Agency dependent. She resides in Fairfax, VA with her husband Stanley C. Augustine and their two children Daniel and Alina.
Mr. DeVido assumed the position of Director, Office of Contracts (OC) on June 24, 2019. Mr. DeVido brings a wide range of experience and deep substantive acquisition expertise from his prior assignments as CIA's Chief Acquisition Strategy Officer, Group Chief/Headquarters Acquisitions Group, and various other Intelligence Community acquisition leadership positions to include NRO, NGA and DOD. Prior to joining the Agency, Mr. DeVido worked in the private sector where he served in corporate finance and contracts functions. Mark DeVido is the Chief, Acquisition Strategy for the Office of the Procurement Executive (OPE). His previous and key assignments include: Chief, Acquisition Strategy, OPE: (November 2015 - Present) - led the development and implementation of an Agency Corporate Acquisition Strategy and has led multiple workforce, strategy and efficiency initiatives across the Agency. Served as the Agency Challenge 5 Program Manager focusing on resource and stewardship initiatives. Chief, Headquarters Contracts Group (HCG)/Talent & Enterprise Acquisitions Group (TEJG) (August 2012 - May 2016) - overseeing six contracting teams executing across the CIA and Intelligence Community. Division Chief at the National Geospatial-Intelligence Agency (NGA) (February 2010- August 2012) and Deputy Division Chief at NGA (December 2006 -- February 2010) overseeing their largest acquisitions group with multiple Major Systems Acquisitions (MSAs). Received National Intelligence Certificate of Distinction for work at NGA from Director, ODNI. He served as a supervisor supporting the DO and CTC from 2005-2006. Mr. DeVido initially supported the DS&T on OTC and NCSG programs. He later worked on the ln-Q-Tel Program as a Contracting Officer and Business Manager. During his tenure, the ln-Q-Tel Program won the '"Business Solutions in the Public Interest" award administered by Government Executive Magazine and the Council for Excellence in Government, which he wrote and presented. Mark DeVido has served with CIA since January 2001, entering on duty as a Contracting Officer in the Office or the Procurement Executive. Prior to corning to the Agency, Mr. DeVido was a Contracting Officer with Department or Defense for seven years, serving multiple years at the National Reconnaissance Office (NRO). Mr. DeVido also worked in private industry in Corporate Finance and in the Contracts and Legal Division of a Fortune 500 company. Mr. DeVido holds a bachelor’s degree in Finance from Virginia Tech in 1992 and a Masters in Business Administration (MBA) from the University of Baltimore in 2003. He holds a graduate certificate in Public Affairs from the University of Maryland, College Park. Outside of work Mark enjoys traveling with his wife and spending time with his four college and high school aged children - watching his two daughters play competitive volleyball and his son play AAU basketball.
Diane Dunshee is the Deputy Director of Business Management & Acquisition (BM&A) and the Senior Acquisition Executive (SAE) at the National Security Agency (NSA). She is responsible for all procurements, from physical fences to complex industry-leading systems, acquired as part of major acquisition programs. This averages over 19,000 procurement actions costing several billion dollars per year. (U) Diane is responsible for delivering major acquisitions and ensuring the acquisition process is followed consistently and appropriat ely. She develops and maintains strategic relationships with acquisition stakeholders across NSA, the Department of Defense, and Intelligence Community. Diane also develops relationships with industry leaders, ensuring there is a healthy industrial base capable of meeting NSA's unique needs. (U) PRIOR POSITIONS: Previously, Diane served as the program executive officer for Collection, Processing and Exploitation, and Research. In this role, she provided sound leadership, program management, and oversight to the Collection, Processing and Exploitation, and Research Investment Portfolios. She ensured the successful deployment of new capabilities and sustained existing capabilities consistent with investment decisions and compliant with regulations, policies, and directives. In doing so, Diane ensured programs, portfolios, and projects were executed following a structured decision process and within the cost, schedule, and performance framework. (U) Diane also served as the program executive officer for the Mission Management and Analysis and Production and the Processing & Exploitation investment port folios. (U) Other previous assignments include leadership positions in the field of cryptographic key management, systems engineering, and program/portfolio mana gement. Diane has over 28 years of experience at NSA. (U) PROFESSIONAL BACKGROUND: Diane holds DAWIA Level 111 Program Management certification and is a member of the NSA Acquisition Corps. (U) EDUCATION: Diane holds a master's degree in telecommunications from George Washington University and a bachelor's degree in business administration from Towson University. (U) AWARDS: In 2016, Diane received the prestigious Presidential Rank Award. (U) PERSONAL: Diane resides in Pasadena, Maryland, with her husband, Rick. They have two adult children, Ben and Julia. She enjoys watching sports, gardening, running, and cooking.
Stacey Page is the vice president of operations for the national intelligence community, under SAIC’s National Security and Space Sector. In this role, she is responsible for the overall leadership, management, and growth of the National Intelligence Community accounts for SAIC. Page has more than 30 years of experience in management, business development, strategic planning, program management, and software development in the national security space. At Engility, she led a division focused on technical targeting, analysis, systems engineering, and mission IT for the U.S. Government. Prior to joining Engility, she led business development for a group within Leidos and SAIC that encompassed the intelligence and defense communities and seven primary functional areas: geospatial intelligence and production services; intelligence analysis; field operation tradecraft; full spectrum analytical and mission support; human language services; mission IT; and logistics and sustainment. During her 27-year tenure with SAIC, Page’s earlier leadership roles included operation, division, and program management within similar mission-support business areas. Page earned a Bachelor of Arts degree with a dual major in computer science and economics from Rutgers University.
Ms. Kelly Pickering is the Senior Procurement Executive for the National Geospatial-Intelligence Agency (NGA). In this capacity, she is responsible for the management direction of NGA's acquisition system, including implementation of unique acquisition policies, regulations, and standards. She also leads the Office of Contract Services (OCS) within the Capabilities Directorate. She most recently served as the Assistant Deputy Director of National Intelligence for Procurement and the Intelligence Community's (IC) Senior Procurement Executive (SPE) at the Office of the Director of National Intelligence. In this role she oversaw efforts to improve contracting and procurement across the intelligence community, fostered interagency integration and cooperation as the Chair of the Intelligence Community Procurement Executives Council, and sponsored cross-community initiatives to encourage strategic sourcing and the health and effectiveness of the IC Contracting Officer workforce. Ms. Pickering is on a Joint Duty Assignment (JDA) from the Central Intelligence Agency (CIA). At CIA, she served in multiple assignments including the Acting Procurement Executive, Chief of Staff for the Procurement Executive and Chief, Directorate of Support Acquisitions Group. In these roles, she was responsible for development and oversight of the CIA's acquisition system and was responsible for contracts providing worldwide support in the areas of information technology and global communications, facilities, security, logistics and administration, finance, human resources, and medical services. She was also assigned to the National Reconnaissance Office, where she led the contracting team responsible for all IMINT satellite and ground development programs. Ms. Pickering began her career as a contracting intern for the United States Air Force in 1988 assigned to the Space and Missile Systems Center (SMC). She supported multiple programs, eventually serving as Contracting Officer for the Titan IV launch vehicle system. Ms. Pickering graduated from the University of Colorado with majors in Economics and Molecular, Cellular, and Developmental Biology. She has an MBA from Chapman University and is a Certified Professional Contracts Manager.
Ms. Suzanne White became the Deputy Director of the Defense Intelligence Agency (DIA) in October 2018. In this capacity, she assists the Director in executing DIA’s mission and managing a workforce of more than 16,500 military and civilian employees worldwide. Prior to her assignment as Deputy Director, Ms. White served as the Chief of Staff, starting in August 2014. She exercised an exceptionally wide and complex range of responsibilities to ensure the timely satisfaction of the Agency’s current requirements while developing the plans, process improvements, and strategies that prepare the Agency to meet future requirements. Prior to this appointment, Ms. White was DIA’s Chief Financial Officer, serving as the principal advisor on Intelligence Community financial and acquisition matters to the DIA Director and Deputy Director, and overseeing DIA’s resource management, program development, manpower, budget execution, contracting, and CFO Act compliance activities. In this capacity, she also managed the Intelligence Community’s General Defense Intelligence Program (GDIP) and Foreign Counterintelligence Program (FCIP) on behalf of the DIA Director. Ms. White served as the Senior Advisor for and then Director of the Military Intelligence Program (MIP) for USD(I) from 2004-2009. A key architect of the MIP, she was responsible for executive oversight of the planning, programming, budgeting and execution process for the multi-billion dollar MIP, which funds intelligence activities across the Military Departments and several Defense Agencies. Her earlier positions included Manager of Strategic Planning with General Dynamics Corporation as well as Program Examiner with the Office of Management and Budget, where she oversaw the CIA, GDIP and FCIP budgets as well as the funding for Special Operations Command, the Defense Health Program, NATO, and various other DoD programs. Ms. White began her career as an internal auditor with Banque Nationale de Paris. She received her BA from Johns Hopkins University and MA from the Fletcher School of Law and Diplomacy at Tufts University. She and her husband reside in Washington, D.C with their three children.
Carol Williamson is the Vice President of Business Development for the National Intelligence Community, under SAIC’s National Security & Space Sector. In this role she is responsible for leading business development and capture efforts across the National Intelligence Community accounts for SAIC. Williamson has been with SAIC and its legacy corporations since 2011. During this time, her leadership roles spanned program management, business development, capture and proposals, and corporate capture excellence. Successes include 100% recompete win rate and an average new business win rate >60% over the last 10 years. She has an outstanding record for leading winning captures, including multiple $1B+ opportunities. She spent the last 18 years of her 20-year career supporting the Intelligence Community in program management, business development, and capture roles with increasing authority at SAIC, Mission Essential Personnel, ManTech and AllWorld Language Consultants. Williamson earned a bachelor’s degree from Towson University, with a major in communications and a minor in public relations.
